Anderson City Manager Dana Shigley tapped for Napa Valley job

Anderson’s City Manager for the past two years, Dana Shigley, 48, has accepted a similar job in the City of American Canyon, a suburb of Vallejo in the Napa Valley.

Shigley will replace Richard Ramirez, 59, who was originally going to retire Monday, Oct. 1, but has agreed to stay on as city manager of American Canyon, a position Ramirez has held since Aug. 1, 2006, until Shigley can take over after Jan. 1, Mayor Leon Garcia announced following a special closed session Tuesday, Oct. 25, to hire a replacement for Ramirez.

Shigley, currently receiving $116,500 annually, will see her base pay jump to $170,000 when she starts her new job, Garcia said.

“It’s a good opportunity and it will bring us closer to our aging parents,” Shigley said of the pending job change.

Her husband Paul Shigley is a senior editor for the California Planning and Development Report, a periodical on planning and development issues. He works from home on the monthly newsletter and a blog subscribed to by planners, land-use lawyers, developers, environmentalists, citizen activists and others.

When long-time Anderson City Manager Scott Morgan resigned to take a similar job in Florida, Shigley was appointed July 8, 2009, as Anderson’s interim City Manager. She dropped the interim title when the council made her City Manager by Sept. 1 of that same year.

Under Morgan, Shigley served as Assistant City Manager since October 2003 and also assumed the duties and responsibilities of City Finance Director and Treasurer in May 2008. Previously, she served as the city’s executive director of grants and redevelopment since August 2002.

From 1997 until 1999, Shigley served as a finance director for the City of Anderson, but moved to Ventura with her husband for a three-year hiatus. While in southern California, Shigley served as Administrative Services Director for the City of Moorpark.

Shigley has a bachelor’s degree in accounting and a master’s degree in public policy and administration from California State University, Sacramento. She also is an International City/County Management Association Credentialed Manager.

As American Canyon’s top executive, Ramirez announced in early April that he would retire Oct. 1 to “avoid financial risk” from the “more draconian retirement reform measures” that he claimed, if immediately implemented, “would wreck havoc on my family’s future,” he stated in a letter sent to city staff members and the five-member city council.

Since then, Ramirez has helped draft a deficit reduction plan for the City of American River that involved furloughs and cost-cuts that resulted in 6 percent pay reductions for all employees, including the city manager.

For the past several years and acting under the direction of the Anderson City Council, Shigley worked on making downtown revitalization a reality.

“We’ve built the new Teen Center/Shasta County Public Health building and seen private investment as well” with the commercial development of Burrito Bandito, Top-ings and, most recently, Anderson Floral and Gifts at the corner of South and East Center streets, she told journalist Doni Chamberlain Greenberg in an extended interview posted in Sept. 2009 on anewscafe.com

We don't know the domino effect of the closing of Prime 11 cinema's, but it appears more commercial buildings are vacant than occupied in Anderson. Our Timber based economy is long gone and what have our City Followers done to bring industry or jobs to our area? Oh yea That is the EDC's job, pass the buck, no forward thinking in Anderson, Just more Refer Madness Propaganda to follow, ignore the truth and the Law, shut down businesses in a blightened economy. That's forward thinking for you!!!

Prime 11 Cinema's was an anchor to the outlets, the owner of Mary's Pizza was very concerned to the point of not renewing their 5 year lease.

All you haters do is post judgements and personal attacks. When will you educate yourself to the truth? You want to catagorize me because I choose to use a plant to treat my illness instead of pharmaceutical pills that have side effects up to and including DEATH. No human being has ever died from consuming cannabis.
You make another assumption that I view Cheech and Chong as a documentary, I view it as a stoner movie. I don't get High, sorry to ruin your image of me as a stoner but that is just not the truth. In fact, for most patients, getting high is an undesirable side effect indicating you've consumed too much.
Here is a documentary for you, it shows how the pharmaceutical industry that you seem to love so much is destroying our children. School's are suppose to be "drug free zones" well they are pharmacies filling our grade school kids with amphetamines which permanently alter the brains of our children!

HeardEnough, whatever your opinion of "pot," or "potheads," your comment certainly reveals *you* to be an unsocialized boor, and certainly makes those you childishly attack appear far more capable than *you* of functioning in the sort of reality most of us live in.

I'd guess your comments about *anything* can, henceforth, be dismissed as entirely irrelevant to anything.

I don't care for these two dope smoking creeps taking shots at her. these two could care about Anderson. Their concern is only that the local pot pusher gets to keep his doors open. I have no problem with Ms. Shigley, with whom I may disgree on this or that, as rational people sometimes do, without imploding and entirely self-destructing, as you appear to be prone to do.

We are not nice people either...know that. For someone that has heard enough you sure don't mind flappin your big mouth and stirring the "pot". So easy for u to throw insults hiding behind a machine...wonder if you are so tough in person. Its people like u that make Anderson the lovely hole it is...KimW has u out classed and educated.
